    The best way to piss him off and not know it's you would be to get some nasty stick bombs. They also have some that smell like rotting flesh... That will end the party's fast. I'm not sure how handy you are but you can rig something to cut his power during the party's... Oops power went out... Collect a few dozen rats and let them go under that fence... Basically you tried to be nice so now it's time not to be nice...

    I'd make sure you aren't doing anything illegal. Doesn't make any sense to go get yourself in legal trouble because your neighbor is an ass. Pretty sure messing with any of his stuff would be illegal. Stick to audible or smelly tactics.

    estimate the average age of your neighbors. and select the appropriate khz. 15 khz affects me the most and gives me a head ache after a few seconds. in fact i have a head ache from looking for that youtube link for you.

    no, you would need stadium sized lights for it to bother them, plus that would cost a lot of $. you would have to make or buy a stand to get the height, and buying LED's big enough would be a lot. and all you would achieve is giving them a reason to wear their stunner shades at night

    Liquid ass in a squirt gun would clear the place.No doubt.The stuff is vile just don't get caught spraying it through the tiny holes in the fence.People may puke. :D You will laugh so be sure to run and hide to die laughing.

    I have been down the adult route and hit a dead end. I have no recourse and my neighbor can do whatever he wants. The idea was to find ideas to make his party less enjoyable without breaking any laws. .... Which should be easy since there aren't laws to regulate this stuff anyway.

    Uh it seems like he has tried to act like an adult multiple times. Besides moving out what other options does he have? It is unnecessary for one to move out because neighbors are causing noise issues when most city ordinances would fine them but not in his case.
