    Here is a thought,

    Find out if you don't already know is the neighbor a renter to ? If so contact the manager / owner . Or contact your rental manager explain the problem show the police report and request to break lease and have them reimburse you for moving expenses. No they are not likely to pay the moving expenses but a hint or two about contacting an attorney they might just sign off on you breaking your lease early. I also hear you can pay for a yard sale Ad with a postal money order they usually start about 6 am on Saturday ....Just saying

    Stink bombs used menacingly in public areas will get you police attention. Not neighbor attention.

    Grab your balls and move. "Getting even" isn't appropriate at any age and is a horrible thing to teach kids, if you have any.

    I'd be real careful about throwing stink bombs. Better to set them in your yard and blow the stink over with a fan. Throwing anything onto your neighbors' property might get you in trouble with the cops. Or into a fist fight with your neighbor. Then that cop thing again. I'm having a similar problem with a neighbor - good luck to you.

    I wonder how much mail said neighbor would get if one gathered a bunch of those free information cards from magizines and such ... .Perhaps even send a gift subscription to some of the more umm loathsome adult mags in for him .....Just a friendly gift for a neighbor you know help with relations and such. Perhaps even some of the alternative lifestyle mags might interest him or his significant other....LOL Yes it is childish , no I do not care as was said try to be nice and work with it but when taken advantage of well you have to do what you have to so PFFFFFFT !!

    Move! If you have an HOA and they are not enforcing their own rules and making for an unlivable condition, get them for breach of contract unless they let you out. You moved in with the understanding that there would be certain rules would be in place, and that in turn should offered a certain living environment.

    So the parties they have that late aren't considered a Sound Violation, or a Disturbing The Peace? If the police don't help, I'd go above. Contact some of the city officials or police chiefs. Get a copy of the local law book, and read up some laws. Or contact a lawyer to see if they can think of anything. Just keep a shotgun next to the door in case their drunk arses try anything.

    One more childish thought to add to the list, although may take some engineering. EMP Pulse. Knock out their electronics. :devil: Just shield yours before hand.

    Yes. Because its a far better idea to prepare the means to take someone's life than it is to sign off the internet and pack over loud music and inconsiderate people

    Better make it 2 shotguns.

    You can premeditate murder by arming yourself before confronting drunks, BTW.

    Police enforce laws. You live in a zoning area that doesn't include city limit restrictions. You can't fix that. You can either deal with it, or move. There isn't a law saying what is fair. Police can't go beyond legal scope
    FWIW setting off stink bombs in public is looked at as terrorism.

    Get a stun gun, record the sound.

    Buy a directional speaker like so http://www.ultrasonic-audio.com/products/acouspade.html

    point a neighbors house and play the stun gun noise in a loop non-stop. The directional speaker will make sure the sound stays at their house, you'll barley hear it, and it will drive them nuts.

    Ok I looked this up and it is a real thing. Go onto craigslist and make an ad with his house and address on it. In the ad say you are moving to California and everything must go and is on sale for cheap. Make sure the time of sale is the morning after the party.... People will show up trying to buy all this guys stuff and harass them. From what I have read the cops never get anyone for this, so it's a good idea for the next party night.

    HOA's cant do anything at all besides talking to them, which you've tried. Spending the money, time, and hassle of moving just cause neighbors are annoying is a very stupid idea.

    However, I'm strongly in favor of the childish problem solving techniques here so far :D
    I live in a similar area, rural with few laws, a useless HOA, and plently of weirdo neighbors over the years... Thank God we all have 10 acres in my neighborhood
