    I can't fully explain without getting a massive ban hammering, suffice to say that the rest of the state, outside of Philadelphia and the surrounding suburbs, would prefer not to be associated, in any way, with that part of the state, and see it as wastewater treatment facility, which also gives wastewaer treatment facilities a bad rap.
