Left turn signal not working properly when headlights are turned off

2011 Tacoma dbl cab 2WD Prerunner
When headlights are on everything works as intended.
With headlights off, when I turn the left turn signal on both right and left turn signals flash front and rear; both rear brake lights flash and the dash-clock flashes.
The cheapest and easiest fix is to leave the lights on continuously, but there is a problem that needs attention.
