    topped off the coolant, replace the relay change the thermostat no heat

    I recall you saying both the inlet and outlet hoses at the heater core were hot, correct? If so, I'd like you to locate your air mix damper. One of the cables off the heater control should be going to it (air mix control cable). This is what controls wether or not air is blown across the heater core or the ac evaporator. If the damper is stuck it won't matter if the coolant is flowing through the heater core or not, you won't get hot air.

    I was told it’s under the passenger dash but when I took it off and looked under there, I didn’t see it

    I know the electronically actuated valves are under the passenger side dash. Not entirely sure about the cable operated door. Might have to just follow the cable off the heat control.
