I own a 2009 Tacoma trd sport 4x4 double cab and I'm looking for a 3 inch lift. Possibly coil overs with the Aal for the back please help $1500 budget

Checkout headstrong off-road. They have a bilsteins 5100 with eibach or ome coil kit that would run you around that price.

performancelifts.com is running a special right now on ICON parts. You gotta call/email them what you want and they'll email you back the prices. Heres the part numbers when you call or email for the lift components.
    Front ICON Coilovers: ICON 58630
    Rear ICON Shocks: ICON 56503
Rear ICON AAL Pack: ICON 51100
Spanner Wrench (to adjust the height of the coilovers: 198000

Right now the website has it listed for over your 1500 budget, but if you call them you can probably get it right at or a little lower than 1500. I got my rear ICON shocks from them significantly cheaper than any other place.

If you don't adjust the coils too high, you won't need new upper control arms. I ran stock upper control arms for 3 years without issue.

Toyteclifts.com has an Ultimate lift kit with Bilsteins and Eibach springs, AAL, rear axle angle shims, diff drop, and wrenches. Get the LR/SPC UCA's and you will be able to do it all yourself, less the alignment. I needed to cut and replace the UCA bolts ($12 for the pair), but then you can get a nice caster angle 2.5-3.5 during the alignment. Here is the link to the UCA alignment instructions which will make a whole lot more sense when you have the parts in hand.

This thread has some good info.

This is probably one of the most firm smaller diameter (lighter duty) lifts available with a lot of features for the dollar.
