Does anyone know of an aftermarket locking luggage latch kit or is a keyed factory available for 2nd gens?

These are manual. (Only locks/unlocks with the key)
    http://www.popandlock.net/manual-tailgate-lock/toyota/tacoma

These are powered (wires into your door lock circuit so it automagically locks/unlocks when you lock/unlock your doors)

They also have 'BOLT' codeable locks that will work with your ignition key so you don't have to keep another key on your key chain.

Yes. There's a little plate that covers the camera hole (for trucks that don't have the camera) that unscrews and you bolt the camera in its place.

The basic one is black, but if you want to spend some extra dough, they offer them in factory paint colors as well.
