Lower front bumper textured?

I was noticing today that my lower front bumper has a texture to it under the paint is that normal?

I know the bumper in general has a different texture because it’s plastic not sheet metal but I don’t know if that’s what he’s talking about

 

If you're talking about the black valance, its not actually painted.

 

Is it bumpy and looks like orange peel? Might be there to prevent rock chips if it’s painted.

 

The more I look at I think you're right cuz it's only on the very lower part would catch rocks makes sense thank you

That would be a little textured for rock chips
