So, what does it do? I assumed it kept the compressor on all the time but my still cycles.

But I can turn on recycle anytime. And I can turn OFF recycle when on Max A/C!

Think of it as a shortcut for max cooling...turns on A/C mode and sets the air intake mode to recirculate. The compressor will cycle just like any other mode that uses it...
