Looks like the two screws under the cover are stripped on my drivers side. Is there anything in the mirror mount I can repair or is it just a new mirror to solve it do you think?

Had the same issue, threads on the bracket that attaches to the mirror housing were damaged so I removed the screws, wrapped them in teflon tape, and reinstalled. I've bombed down washboard roads at 50 mph and it hasn't shaken loose like it typically would have and imagine it'll hold up for a while still. Obviously not the greatest fix but I plan on doing a 4Runner mirror swap soon.

If you take the three screws out and remove the mirror, there is a cast metal plate that can be repaired. I would drill it and tap for a larger screw size.

Also, an old school trick that works to kill vibration in mirrors is to use stick on lead wheel weights on the back of the glass.

Can you buy the screws without buying the whole mirror?

I had the same issue and symptoms as the OP. I tried all the suggestions listed above with no change. I eventually found that the motor housing was what was shaking. There was only one screw holding it in place and two other screws in the mirror housing not holding anything. I moved the "phantom" screws to the spots for the motor housing (behind the white plastic piece) and it fixed the issue.

Had this issue, ended up being the mirror glass itself not clipping tight enough to the flange that holds it to the motor. I pulled it off, wrapped some thin foam pieces around the mounts on the flange, and then popped the mirror back on - it's much tighter, and no more shaking.
