Yep. It doesn't matter if "my brights weren't even on" - if you're blinding the shit out of someone and they are flashing you maybe you should adjust where your lights are aimed. Quoting Madjik because I blocked Penn guy a while back when he was looking to like 5% tint his windshield and was starting a new thread every 3.1 seconds.

If people weren't dumb, we wouldn't have dumb laws.

So your solution is to keep adding laws then? That's dumb.

Unfortunately there’s enough lack of common sense and courtesy to warrant it.

If people can't be responsible and recognize when their behavior is negatively affecting others then the rest of us have to collectively ( ie, the government) step in and do something.

Most people learn this shit in 3rd grade on the playground. Some people grow up into adults and never figure it out

Dude, it says that there cannot be more than four lights projecting (On) at one time. It's perfectly clear.
    Read it again.

I feel like I keep noticing more and more people driving with brights/light bar/ditch lights on at all times, even during the daytime. Mostly brodozers, but not always lol

    It literally states that.

“No more than four lights of the type listed below may project from the front of the vehicle in any combination at one time.”

    Project = turned on/illuminated

If your fog lights are bright enough to be misconstrued as high beams, then they are not proper fog lights and should not be on when you’re on the road…and he probably doesn’t think your high beams are on, he probably just thinks your lights are bright AF and doesn’t like looking at them.

They’re LED, and in roughly two years that’s the only person who’s given a shit. The foglights are Cali Raised, and I’ve seriously been using them for years with no issues except for the guy in the Range Rover…

You yourself described them as very bright, so I am going off of that. No fog light should ever be bright at all, it should have a very low cutoff and a wide beam pattern for scanning wide while cutting under fog. That is literally why they are for fog...if they don't do that then they are not "fogs." Cali Raised doesn't surprise me, they make/sell a lot of products but knowing how to make a proper light is not one of their strong points.

Also, one guy flashing you doesn't mean too much. I've given up on flashing people every time their lights are too bright. There are simply too many of them out there today all doing the same shit. Doesn't mean I'm not constantly pissed off at the too-bright lights I see every single time I drive...I just don't voice it anymore because it's pointless.

Not trying to be a dick, but there are good reasons for lighting standards. So much of the industry completely misses the mark on building a proper light because the buyer doesn't care as long as it's cheap enough. Still doesn't make it right though.

I am reading "projecting" as sticking out/attached as opposed to being illuminated.

Me being me... I did some digging and the sentence was poorly written. I am reading "projecting" as a intransative verb and not a transative verb.

Projecting in this case means projecting light. They don't want more than 4 lamps of the patterns described putting out light at once. There is absolutely nothing bad about that regulation, in fact that regulation already exists in most areas anyways. I would think this is probably already an existing Cali legislation that is just being clarified further in some way. Texas has had the same rule for ages, Cali probably has too.

Gonna ask a real dumb question, what exactly are passing lights? 50+ yrs of driving and I've never heard that term before.

Literally the only time anybody’s thrown a fit; I’m not messing with the lights unless somebody tells me they’re illegal…

You’re not in CA so it this post doesn’t even affect you. Even so, it’s called being considerate of others. Blinding people by driving with cheap/unnecessary fog lights is just dumb.
