    Got belts tightened and checked

    Could it be the timing belt
    happens on start and low speeds

    Probably the accessory belts. Mine is doing the same thing.

    Timing belt is toothed. Likely an accessory belt. The tensioner went out on mine and it did the same.

    Clock Volt meter/LSPV Delete/Hyundai 16’s/FP gauge/after 9months of wrenching ZERO oil leaks
    faulty T-chain on a 2.4L would be a much more horrible sound than a squeal

    pwr steering pump?

    1996 Tacoma 3.4L V6 2WD 5-lug AT 5VZ-FE
    Squirt water on the ribbed side of the belt as it's running and it will immediately quiet if that's it. Tightening it doesn't help unless it was really really loose. They get damaged from coolant, grime, or the friction of slipping too many times if it was loose.
