Mounting trailer hitch to 2020 SR. Mounting points not symmetrical, can't feed bolt?

Trying to install a basic trailer hitch to my 2020 SR Access Cab (Utility) for towing a small uhaul trailer in the near future. Easy job, take care of it in an hour before dinner right?

2 carriage bolts need to be fed through to these holes for mounting the receiver. Driver side was no sweat, the outermost hole is slightly extended into a pill shape and the bolt fed through easily, but the hole on the passenger side is the same size as the hole I'm feeding to and the bolt doesn't fit through either.

I've taken apart the whole bumper trying to find somewhere else to feed this bolt through, but this is it. Do I need to expand this hole somehow to get this thing mounted properly? Cut down the bolt into a "T"?

    Please advise.

Feed it through the same pill shaped hole, you should have enough line to reach it.
