On a 2012 tacoma with a 3 inch lift, can 33s fit with out having to take the mud flaps off

Depends on the specific tire size. 255/85-16 is OK if using stock wheel. 285/75-16 will typically need you to remove the flaps and probably cut away some of the fender flare plastic.

I've got Cooper ST MAXX's 255/85-16 with OME lift and SPC UCA's. I cut down the front mudflaps (a couple of inches by eyeball) and then re-installed. So far so good, I'm running 3.0 caster in front which gives the tires good clearance.
