I've tried every type of oil tool and the f******g filter doesn't budge, do the filter turns counter clock wise for removal?

yes, counter clock wise. Punch a screw driver in the side of it and use that to twist it off.

    Righty tighty lefty loosey :)

Have been down this road before . Sometimes even the screwdriver trick doesnt work , but defenitely worth a try.
When installing the filter " hand tight " only . Dont use the filter wrench to install

Oil filter wrench? just a bigger version of channel locks that have always done the trick for me. Squeeze hard enough and it'll puncture the filter a bit ensuring a tight grip on it.

    Pretty much stock right now
I had one stuck so bad that it disintegrated after I punched through it with a screwdriver and tried to turn it. Ended up removing the entire filter unit, putting it in a vise, then busting the old one loose. I use the proper size oil filter socket now, which works every time.

I had the same result the one time i punched through one with a screwdriver. A stuck filter sucks but not as much as a massive oil leaking paperweight with razor sharp sheet metal where the filter used to be.

Yeah, I had to do this last oil change. I need to be a little less gorilla with the "hand tightening".

Apparently after the gasket contacts the mating surface you're supposed to do no more than 3/4 turn beyond that

A smear of oil on the gasket has been recommended in years past.

I've got some harbor freight strap wrenches which are a life saver for times like these. Rarely crush the filter and can be used in several other ways as well (Opening jars of pickles or paints and things like that).

Just who put the filter on ??

Since It does not say what engine I have never seen the new 4cylinder engines .

Just curious how does one fill a horizontal filter with oil ??

I have been putting filters on and taking them off by hand far to long to think about

You don't necessarily fill it with oil, but you can "prime" it, by letting the filter media soak in some oil. 1/4 quart or less is enough

Open the oil filler cap. May be pressurized?
