    I had the same issue. There is that rubber steering isolated. It's held together with 2 bolts then you can remove the rack without pulling the splines. From there heat and penetrating oil. I used a punch to open up that slot and it slid out. I'd replace that rubber coupler while you're there. Probably causing some steering play.
