Hes telling you which wires to connect to your alarm inputs. The first half looks like its for a remote start kit, the second half is basic alarm function.

    Example:

    LOCK BLUE/BLACK (CN4) Blue/white In driver's kickpanel -
UNLOCK BLUE (CN4) Green/black (double pulses) In driver's kickpanel -

Lock output from the alarm box blue wire with black stripe goes to a blue wire with a white stripe in the drivers kickpanel.

Unlock output from alarm box blue wire goes to green wire with black stripe in drivers kickpanel and requires a double pulse.

    Clear?

Fancy way of saying the alarm box must send a 12v trigger over the unlock wire twice. Should be a programmable option on the alarm, check the book.
