Need help with my truck lights two things.

I have a 2004 tacoma 4wd v6 xtracab. I have two main issues I want to fix and one I need to fix to pass inspection. The running lights right next to the headlights do not woek. I have tried swapping fuses while looking at the diagram, swapping bulbs. I need to test if the ground wire is working and attach a temp one to side of truck to that fuse I'm guessing and see if it's the wiring ground that needs to be replaced. I think I need to replace the relay switch under both passenger and driver side console area. Lmk your thoughts Thanks
