Needed: a painted sidewall because of uninsured idiot!

As far as I know Toyota has used the same silver on the Tacoma since '05. The paint code is on the sticker on the driver's door post.
Go to your Toyota dealer and find out what body shop they use. Go to that body shop and ask what is involved in changing the quarter panel. It may be as easy as a few bolts but that's unlikely.
Get the uninsured driver to sign an agreement to pay for the repair. Right now all you have is his word, which as you have found out, is worht nothing. If you at least have his signature on something agreeing to pay you have proof that he is responsible for the damage. If he is unwilling to sign an agreement have him charged.
