I'm looking at a 3" lift on my Taco with an Allpro Plate bumper.
My question is, what is the normal ground clearance from bumper to street?
    Is it even an issue?

I'm not sure what the lift laws in Nevada are, I live in Nevada, but I'm sure that a 3" with any bumper will be well below anything that would be illegal. I see rigs with 8"+ lifts on 37" tires in NorNev pretty much daily. The only thing you might be concerned with are retaining the rear mudflaps... that seems to be the only regulation drivers follow... but lots of huge rigs here have no rear mudflaps either.

Awesome, 24" is plenty of room for improvement;)
