    I haven't read the legislation, but was in Bass Pro yesterday. Guy behind the gun counter told me that the $1 background check will be almost instantaneous for firearms registered to you. When purchasing ammo for a firearm that isn't registered to you, it will cost $20-something and I think he said the background check will take longer. Now for a firearm with multiple barrels and one registered lower...not sure how that will work (not even sure how many of these modifiable guns are legal in CA).

    I'm from IL, which is another state with strict gun laws. I'd be fine with CA requiring a background check to get a firearm owner ID (i.e. IL FOID) that expires after some time, at which point you need to reapply. But requiring a background check on every single ammo purchase, making YOU pay for it, and allowing CA to keep tabs/data every step of the way is straight BS and there's nothing else to it.
