Several years ago when I was still working in Augusta I came up behind a 350Z with Georgia plates that was melting his tires trying to get up a small hill in downtown in 2 inches of snow. I installed his tow hook, looped my tow strap through it and hooked it to my hitch and towed him up the hill, through the traffic light and into the parking lot of the first hotel we came to. I hopped out, unhooked the strap, waved, and took off.

Looks like RI is asking people to be off of the roads by 8, and after 12, will threaten to arrest people for a misdemeanor.
