Why would you need smaller tires for inspection?

You must have a weak sense of smell. Every year I do mine I wretch like there's no tomorrow.

FWIW, if you've got a compressor, the kit is WELL worth the investment. I love my kit. I just buy a gallon each year and go to town. The first few years with my 2G I did it all by hand. What a mess that was.

I got the kit last year, didn't end up doing it. The lack of confidence in both my compressor and ability made it difficult to find the time.

Got a quote for 225, 75 bucks over kit to have it done and not worry about overspray doesn't seem crazy, but it's no bargain either!

You get a gallon container and the spray gun setup for it. Just need an air compressor (and i would recommend a water seperator for the air hookup on the gun)

I guess I'll chime in with what I know about the inspection changes since it's a huge threat to my part time job in the aftermarket car scene.

Inspection bays that are going to stay in business have been out fitted with additional cameras, I believe 5 of them and one handheld body cam.
Ride height and tire gap are calculated through a formula apparently - not just by using a tape measure (not entirely sure about this yet)
Tire poke will be an issue however its still on the inspector to make the call - if you know the inspector then there are still ways around it
Tinted windows will be enforced now - same with exhaust noise as inspection bays get audited (by surprise) already and it's going to get worse now. Roll into the gas station with your front windows down if you have aftermarket tint - that's normally what I do with all my windows in my cars and I have 20% on all of them.

Honestly after speaking with everyone I think it's just a scare tactic to keep the inspectors on point to get rid of the rusted shit boxes that are still on the road. Granted if you roll in hellaflush and unable to get a jack under your car then yea... you're f***ed but I mean for us - just be smart.

I would put the sliders and skids in front of the rest... sliders have saved me so much - even on the road from getting doored.

Pay a shop - it was miserable doing it myself.
