New idler pulley won't turn when tightened

    The bearing inside the belt tensioner pulley was going bad so I decided to replace the bearing and all three idler pulleys.

    After reading the idler pulley Mega thread here on the forum, I purchased all new bearings Plus a set of complete idler pulleys also in case I decided to just replace them and not just the bearings.

    Initially I decided just to install the new idler pulleys, but after installing them I realized that the #2 idler pulley underneath the power steering pump was tight and would not turn. If I backed off the bolt just a little bit it would rotate with no problem.

    Not quite sure though what's the problem is, since I torqued them all down to 32 foot pounds, and reinstalled the washers the same way they were on the originals. So there is a washer in the front and back of the pulley. I've also tried installing it with no washers but the once the bolt is snug the pulley will still not turn.

    And then decided to use the original and just replace the bearing, but I'm having the same issue. It spins freely until the bolt is snug then it will not turn.

    I don't understand what's the issue could be. The other #2 idler pulley is fine and it has a washer on both sides, same as the original ones did.
