Good Day, first Toyota 1997 Tacoma Ext. 4x4 3.4L, 268,000 miles, idles high, 2000. could not find the part in Chiltons manual. Black part under cable. I can push it in and the idle goes down. I loosened the top screw and the screw touching the part, but same issue. The black part is cracked on top and sides, thinking this may be the issue. Very impressed with vehicle with so many miles. A friend retired and sold it to me for a work truck. Shocks, struts, leaf springs, and etc., a work in progress. Thx. for Help.

Going back a ways. But I think its something like a throttle return dashpot or buffer. Keeps the throttle from slamming shut.

Also if you take the throttle body off. Look at the throttle plate in the closed position to check if it is off center and dragging on one side. This could cause a high idle that is corrected by putting more than spring force on it which shifts it back into place. If it is off center, you can correct it by shimming the throttle assembly on the shaft with washers.
