I was referring to the factory receiver. The factory unit replaces the brackets that attach the bumper to the frame.

I have the OEM receiver hitch and did one side at a time without removing the bumper.
I used a scissor jack and some blocks.
Just don't let the bumper swing inboard out of control or it will make contact with the body.
For an alternative, the Valley hitch looks pretty sanitary....tucks in nice.

Here's a photo (and story) from my local fishrap, the Columbian. A 2003 Taco towing a camp trailer wrecked in the middle of the East Fork Lewis River bridge on I-5 near Woodland, WA recently.
I don't know any details other than the driver of the taco got squirrely and lost it in the wash of a big rig.

Maybe a more experienced driver with good trailer brakes and a properly loaded trailer could have saved it.
Pure speculation, but nevertheless food for thought as I look at that Taco laid over.

Not sure how you installed the OEM receiver without removing the bumper, it was certainly the only option for me. The factory bumper bracket and the hitch have a lip that runs the perimeter of the end plate, plus there are two positioning pins that would prohibit you from using both the bracket and the receiver to connect the bumper to the frame. IIRC the receiver I have has 6 bolts that connect the receiver to the frame, and two that connect the bumper to the receiver horizontally and two that go through the step pad vertically. Here are some pics of the one I bought http://www.tacomaworld.com/forum/buy-sell-trade/42215-class-iv-hitch-access-cab-carpet.html

I wouldn't be surprised if there were two OEM hitch designs out there. We know there are two different harnesses available, and then there's the whole tow package Class IV vs. the Class III hitch that appears in the parts catalog. The design for yours could be different to allow it to be installed without removing the bumper, but taking it off is not a hard thing to do so I'm not sure why they create a whole new SKU...

You can prolly do it either way, but I think I got the idea from reading the instructions
