I've got a full set of tech and options documentation for 1995.5 - 2004. Here's what Toyota's own documentation shows:

The e-locker was introduced in 1996 on Regular Cab 4X4's with a manual transmission only.

In 1997 the e-locker was made available on XtraCab 4X4's except for 3RZ's with automatics.

In 1998 the TRD Off Road Package (with e-locker included) was introduced for all XtraCab 4X4's except for 3RZ's with automatics.

From this point onward the e-locker continued to be listed as a separate standalone option, "Available on 4-cylinder manual models and all V6 models."

Four-cylinder automatics (and only the automatics) were explicitly excluded from both the standalone e-locker option and the TRD Off Road Package all the way through 2004.

That last statement is wrong. there are 4cyl autos with TRD, just no locker.
