    So, the Tach does NOT move. - We are getting somewhere (Maybe)

    Look at live data and see if you have any RPM when cranking.
    The Tach is usually a good indication, but a weak crank / slow crank, can sometimes not make the needle move.

    The fuel pump will NOT come on until it sees an RPM signal.

    Need to check it while cranking.
    The pump doesn't prime, it only comes on while cranking AND it needs to see an RPM signal.

    Not gona see anything with it unplugged, needs to be plugged in and backprobed with a needle or other suitable tool.

    Also Toyota doesn't use a key-on prime so there will only be power during cranking and with the engine running.

    FWIW, OP....

    The pump is controlled by the ECM.
    Once the ECM see an RPM, it commands the C/open relay to send power to the fuel pump relay.
    The C/open relay gets power from EFI relay with key on.

    If you find no power to the fuel pump wire at the IB1 connector.
    I'd go to the 10a EFI #2 fuse and check for power with key on.
    Go ahead an knock that relay and power out of the way. As that fuse gets power AFTER the EFI relay closes.

    Actually the ECM will also turn the fuel pump on when it sees a crank request on the STA terminal, it doesn't need an RPM signal during cranking.

    Yea not sure about 1st gens but 2nd gens have a sense terminal (STA) on the ECM, the ECM will run the fuel pump when it sees battery voltage there.

    I checked with it pluged in as well it was a little late an i was exhausted from work i will reprob when i get home this afternoon an recheck efi fuse agin

    Okay, I got home today I tried to start it and it started so I went straight to the ib1 pin 8 probed it and it was at 13.2v then it dropped to 10.3v the truck continued to run for just a bit then it died and the it no longer read any voltage cranked it no voltage went under the hood with key in on position check Efi number 2 10a fuse no voltage and as well as while cranking no voltage

    Sounds like possibly a bad EFI relay as both the C/OPN Relay and EFI No2 Fuse get power from the EFI Relay.

    I swapped the horn relay with the Efi and I swapped the open cir relay with another still no voltage at the efi number 2 10amp fuse as well as the connector off or key on as well as crank

    I pulled the efi relay and probed it I get 12.3 volts with key on I also pulled the c/opn and probed it no voltage with key on or cranking

    So we need to see what's missing at the EFI Relay.

    Pins 1 and 5 should have power and pins 2 and 3 should be ground.

    Test light to battery negative and pin 1


    Test light to battery positive and pin 2


    Test light to battery positive and pin 3


    Test light to battery negative and pin 5

    Then the ECM isn't commanding power to the EFI relay to turn it on.
    It's either the ECM or an issue between the ECM and Relay.
    And when I say ECM, I don't mean it's bad........(not yet)

    We need to move to the ECM and check for power there.
    And we also need to check the things that the ECM needs to see to command the relay on.
