    Go get one of those dog whistles and stand as close to his house as you can and start blowing the whistle. Or go knock on his front door to "ask him a question" - borrow a cup of sugar - and blow the whistle. That way you will hear the dog bark. Then call the cops

    huh? Does your dog wander over there and maybe he's trying to dognap it to teach you a lesson or something? Call the damn cops on that freakin' weirdo and get your family member back asap.
