Because he knew he had no chance at the tackle and letting Kittle get away means it would be a TD. The only intent on that play was to slow him so the others could catch up and that meant either facemask or horse collar - facemask was the easier grab.

How long do you have to hang on to a face mask to get the league's attention and intentionally targeting the head for a tackle is most definitely worthy of suspension. The fact that neither player changed grip or made any effort at all to make a legal tackle at any point during the play is what makes it notable. I'm fine with punishing hits and I'm not talking about hanging on for a second or two. I'm not ok with this kind of flagrant foul and the mindset it displays. I wouldn't bring up Payton except for the reputation he earned for targeting specific players for injury and this play demonstrates a similar disrespect for both the game and the players. He needs to be suspended. Now. It's his team, he sets the tone.
