    I've never seen anyone fuse the starter cable itself, just the solenoid. It's a fairly short run of cable. In all my years of driving, I've never seen a starter stuck "on", typically the plunger fails to pull in.

    To size the fuse you'd want to get a clamp on ammeter and see how much amperage it draws. The things about it is that would depend alot on temperature, battery condition, internal engine condition, etc. Also the manual transmission tacomas have the "clutch start cancel" button to use the starter to crawl in low gear so I can only imagine how many amps that must draw. Best bet would be to put a time delay high power fuse in there. If you really want to get fancy, put a CT on the starter cable and wire up a protective relay. Or plumb up an air receiver and replace the starter motor with an air start distributor. I'll let you go down that rabbit hole, my trucks a manual so I'll just pop start it and drive home :)

    A second starting relay close to the battery would be a good solution, although it's one more thing to fail.

    Air start is clearly the simplest and easiest answer to this problem.
