I have changed the fuses and still can not dash or tail lights to come on. Can anyone help me in figuring out this issue?

Switch? Parking light relay? Is this the 2004 you have in your profile? I would bet on the parking light relay. I believe it's in the fuse panel area down in the driver's kick panel, but I have a 2nd gen so I can't tell you for sure.

Edit: According to the 2003 fsm on ttora, the relay should be under the hood on a first gen.

www.ncttora.com/fsm/ Service manual can be found here. Looks like your parking light relay is in the underhood fuse box. You may be able to swap it with your power outlet relay for testing purposes. Let us know what it turns out to be.
