SO we've had power at the coils the whole time?

The Igniter module controls the ground based on input from the PCM.

Do you have power on Pin 9 (Black/Red) and ground on Pin 3 (Brown) at the Igniter?

Does the CEL come on with the key on?

no if you unplug the coils and check for voltage nothing but if you use the ground on firewall it shows voltage for a second then blows fuse in my voltmeter so i thought it was grounding thru meter I already replaced ignition control module and yes we had power to it

Not sure how your blowing your meter fuse unless you have it configured wrong.

Your not gona see voltage going accross the pins at the coil but from the Black/Red wire to ground you should have battery voltage.

Ah so if the CEL doesn't come on with the key on we need to be checking the PCM, it's never gona spark if the PCM is offline.

Do you have a scan tool? If so can you talk to the PCM?

so I put spark tester between spark plug wire and plug no spark but you are saying that you wont see voltage across the plug so could it be a crank position sensor

Something isn't right there, are you sure you had your meter leads in the correct slots on your meter?

If you have no CEL and no communication with the PCM with the key on we need to address that first.
