    Why was the engine rebuilt?
    Who rebuilt the engine?
Why did you change the cam and crank sensors and fuel relays?
    What's a fuel relay?
Which specific relays did you change and why?
Does the cranking cadence sound normal?
How have you determined that you are getting spark?
How do you know you have fuel to the injectors?
How do you know you have power to the injectors?
Did you check for injector pulse?
Does it start if you spray a bit of starter fluid in the intake?

If you are getting fuel air and spark it should start, unless the timing is way off. Did you rebuild it yourself or was it rebuilt by someone else?

Edit: See the post above. Too many unanswered questions...

It was done by somebody else. I'm trying to figure out if I'm getting ground to ecm and there's a boat load of wires trying to trace them down now

There shouldn't be a boatload of anything...it should look like nothing ever happened. Post some pictures of anything that looks non-factory so we can have some idea of WTF happened.

Gotta step out for a few hours, but I'll check in when I get back.

Why was the engine rebuilt? I bought it off a guy last year crank was wore slung a rod
Who rebuilt the engine? A local shop
Why did you change the cam and crank sensors and fuel relays? Code reader said they were bad
What's a fuel relay? It is a 5 pin relay in the fuse block it along with the c/open relay tell the fuel pump to kick on
Which specific relays did you change and why? Fuel pump and c/open pump wouldn't kick on cheapest first
Does the cranking cadence sound normal? Yes normal good compression
How have you determined that you are getting spark? Yes with a spark plug tester
How do you know you have fuel to the injectors? I have fuel going to rail I don't know it the injectors are operating
How do you know you have power to the injectors? I used a test light
Did you check for injector pulse? No not yet
Does it start if you spray a bit of starter fluid in the intake? Yes it will start

If you are getting Fuel, Air and Spark the ECM is doing what it supposed to do.

If they screwed the timing during the rebuild it isn't going to start.

The key bit of information here is you are getting fuel to the rail.
What you don’t know is if you are getting fuel to the cylinders.
The injectors are the next step between the rail and cylinders.
I guess it’s possible you aren’t getting air, which would cam timing.

I’d stat with a puff of fuel into the intake while cranking, see if it want to start.
Or buy a Noid light and test for injector pulse.

If it starts with starter fluid then it should start if you're getting fuel. Something isn't delivering gas to the combustion chamber.

I’d also check the Black/Red wire at the injectors for power with key on.

    you’re not getting fuel then.

while cranking, can you graph the cam and crank sensor activity on your scan tool?

If you have no pulse on the ground at the injector, the engine isn’t going to start. You need to figure out why the ECM isn’t controlling the injectors.

BTW, using a test light on the ECM can be dangerous. Depending on the load, it can be hard on the ECM.
