No vacuum to EGR valve, valve functions correctly

    I started getting random misfires and after a bunch of troubleshooting realized the pressure in the fuel rail is steadily high. Should be 31-37 with the vacuum hose attached, 38-44 detached. It's consistently around 40. Replaced the EGR valve, but with the new one it's the same. When applying vacuum manually, EGR valve functions properly and idle drops down to a healthier rate. Checked for vacuum from that hose and there is none. Went through the checks for leaks anywhere in the system with a gauge and vacuum is fine everywhere else. Even replaced the hoses just in case. Air intake plenum and intake manifold appear fine, as well as EGR vacuum modulator. VSV's ops check good. Grasping at straws I even cleaned the MAF sensor. I'm at a loss. I can't hear any leaks with a hose to my ear, and I'm looking for guidance on how to identify a possible vacuum leak or further troubleshoot for a faulty part. Any advice?
