Noise behind console

An Intermittent Loud Noise sounds like a Tweet coming from behind the Radio in the dash. It seems to get more pronounced when the Blower Motor is placed on high. It still can be head when the blower Motor is turned off, then disappears. The A/C belt does not appear to be slipping. Can't be the blower motor since it will be heard when it is off but not as pronounced, and then it goes away. No Indicator Lights come on. Its driving me Nuts. Anyone have any ideas. Thank You.
