Noob with questions! Black steel or alloy wheels? Cheaper retrofit alternatives?

I'm looking for a new set of black wheels to replace my stock ones on my 2004 Tacoma with a budget of ~$400 (specifically, the procomp steelies and the 7089s). From what I've been reading, the steel wheels seem to be more popular for offroading because they are less likely to crack. They're also half the price of the 7089 alloys. The only downside is, they're not as aesthetic. What do you guys think would be the better for me? I don't plan on doing any hardcore offroading, but I'd still like to use my truck to "explore the wilderness."

Another upgrade I'm looking into are the headlights. I love the look of the retrofitted FXR headlights, but they are unfortunately out of my budget right now. Are there any affordable alternatives I can use for a year or two before I'm ready to commit to the real deal? My stock headlights don't look so pretty, and the light intensity is a little lacking. Sorry if these questions have been asked 1,000,000x; I've been searching the forum but haven't really found a clear answer.
