There are weight limits for a bumper, but it's per bumper/truck.

There may be a law somewhere about certified/approved hitches, which most aftermarket bumpers are not.

I was pulled over for this several years ago by a Spotsy Deputy on my way home from work...I wasn’t towing anything. Now I’m a cop, have been one for 17 years. I couldn’t find a VA Code for it specifically. The only plausible explanation is the ball obstructs the view of the license plate...that’s definitely a code violation and you can get pulled over and ticketed for an obstructed plate. (Pulling a trailer is an exemption as it typically has a license plate as well.)
