    Not being in Washington I'm not 100 on this answer:. I don't think Washington has expanded the definition of a firearm to beyond the serialized lower. I think the upper still counts as 'parts'.

    As an Oregon resident I'm horrified that some of the language in the pipeline seems to require upper receivers have a serialized manufacturer mark. Looks like I'm going to have to take the boat out in the Columbia for some fishing. I hear there are sea lions I should bring protection. (Also shooting at sea lions for anything less than a government contract is a seriously bad idea, just let them have your leg)
