Yeah, that document is from 1986. Don't think that applies anymore.

i asked the inspector for @Tuna tacos and they said if you change the stock height of your front or rear bumpers from stock, safety shouldn’t be passing you. But some do they said it’s a crap shoot if you just do a small front spacer.

Yeah, they should be measuring your bumper heights when inspecting and put it on your paperwork.

Understood and it's not a point I can really argue with anyone because I've had more than my share of recon vehicles and special interest vehicles (and was part of the process to amend recon for special interest vehicles) to understand that there is nothing that is clear and cut with the rules that are layed out for us. The judge and jury will be the safety check station.
My only point is that as of today, on the official government website it says that it is passable if everything else is stock. The '86 document are the same rules they use to this day that everyone needs to abide by and yes, there have been updates although what you posted was a FAQ about recon and not official laws (which is all good with me cause I've never found the official amendments to the original documents either). Nothing says specifically that leveling kits aren't allowed in the updates, only that anything that lifts the vehicle frame would be the most common thing that you'd need recon for.
Section G (suspension) paragraph 1, subsection B, also reinforces that anything that is added to the suspension to alter the height makes the vehicle subject to recon (which is corroborated by the updated info you posted) but paragraph 2 and 3 which I posted list those specific things (with those specific conditions being met) as being exempt from needing recon. My only point is that it's in writing on their own website.
With all that being said, I wouldn't bet any money on getting a stock 4wd with just a leveling kit through safety without a recon but you do have ground to stand on if someone felt like arguing the issue to the inspector. You may still get denied too cause we all know that inspectors have the freedom to interpret the rules to what suits them best. A big tittie girl will get a pass on all kinds of stuff but an old white guy like me will get failed cause my TPMS light is on (true story). I'd still try safety without recon though to try it. If you don't pass then getting recon for only a front spacer lift would be easy peasy anyway

Thing with that is that if you put bigger (or smaller) tires then your bumper height is changed already without touching the suspension

Yup I will never fully understand the logic of recon and safety check check list.

also the exact process everyone uses for the bumper height may be different.

What ever they have today will be there tomorrow but before they finish by the end of the day they will lower the prices on Sunday. If it doesn’t sale they have a sale next week Saturday at the store.

Overall I have to agree the trucks at the show were kind of meh, lots of 6 inch painted parts zZzZz. The jeeps looked good. I did enjoy talking to a few people about the my king setup.
