obd2 plug not working

    hello I have a friend who has a 1998 tacoma TRD v6, and the obd 2 scanner plug is not working. is the plug fused or is there something else wrong with it. I use obd2 scanners all the time at work and have never had any problems with them before. so any help would be great. also how hard is it to replace the rear axle seals in the same truck.

    01 SR: Double Cab conversion, S/C, lowered.
    There's a 10A OBD fuse in the engine bay fusebox, but I can't tell from the wiring diagrams if its loss would definitely cause the OBDII port to be dead. I'd start there ...
