I picked up a 2013 prerunner SR5 access cab and it doesn't have a hitch.
Found OEM on Craigslist but didn't come with hardware besides the two vertical bolts through bumper.

I've searched all over online this morning for the hardware package with no luck. Any ideas besides piecing together bolts from Fastenal?

If it's OEM just have a dealer order you all the fasteners. They should be able to come up with a parts list easy. That's probably what I would do anyway.

If you plan on towing--the fact that no hitch is present means no tow package either. That means you will need an auxiliary transmission cooler, engine oil cooler, and heavier duty alternator and battery. Also a trailer wiring harness. Disregard (except for harness) if all you plan on towing is a light utility trailer from time to time for short distances.
