OEM Tow Hitch Mounting

    I bought an OEM Toyota tow hitch of an identical truck - a 1998 Extended Cab - but it looks like it's missing some hardware.

    I was told it mounts to the bumper brackets? The guy told me it is missing one or two bolts.

    How do I mount this and what am I missing?
