    I think your best solution is get a brush guard or plate bumper with headlight hoops; then, fab (or have fab'd) some steel "fill plates" to fill the headlight loop holes. You'll obviously want these to bolt on/off to maintain on-road functionality of the headlights.

    Sounds like you're either offroading wrong, or in the wrong vehicle for what you're trying to do.
