Offset and backspace are basically one in the same. An 8" wide wheel with 4.5" BS has a 0mm offset.

BS measures how many inches is from the inside lip of the wheel to the mounting surface.

Offset measures how many millimeters the mounting surface is offset from the center of the wheel.

An 8" wheel measures 9" wide lip to lip. So the center of 9" is 4.5" which means the mounting surface is centered on that wheel so it has no offset so 0mm offset.

An 8" wide wheels with 3.5" BS means the the mounting surface is offset 1" or about 25mm. The wheel will stick out 1" further than the 4.5" BS.
