I noticed that my radiator has optional oil cooler ports. I am just curious, under which condition might one want to install an oil cooler in a Tacoma?

The oil cooler in the radiator is for the automatic transmission fluid. Looks like you have a 6MT.

Those are for an automatic transmission, there is no such option for a manual transmission.

Correct. Not needed with a manual (at least a light duty manual).

The engine oil cooler is under the oil filter. Both Automatic and Manual trucks can have an engine oil cooler.

The automatic transmission fluid cooler is
2 parts. The radiator and the external cooler.
