So I bought some foglights off ebay for about $100 and it came with all these cables and a switch and everything, but I'm reading up on how to install the foglights and the people writing the documents have $350 kits....I don't think they have the HID kits. Is it typical for somebody to spend $350 on a foglight kit?

I think the $350 kits you are talking about are the Toyota OEM foglights. They are over $100 a light, plus the wiring, switch, and relay.
