    Can I plug a tv to the out let and the Tacoma has to be on or off?

    The plug will put out 400 watts with the engine running and not driving. So look at the device amperage and times that by the voltage (110v) to get the wattage of the device. If it is more than 400 then it's not going to work.

    I would be surprised to see a modern TV draw more than 3.3 amps.

    That being said you are running it off an inverter in the truck (converts dc power to ac) so it may not be clean and stable enough for good picture quality.

    Try it and report back.
