P0020 code

P0020 "B" Camshaft Position Actuator Circuit (Bank 2) Drivers side(correct?)

2005 Toyota Tacoma XRunner 4.0L (93,000 miles)... i cannot resolve the issue that is causing the code. i have checked the following:
1a) operation of the VVT solenoid(add 12v and quickly snaps open)(check resistance) both check good
1b) checked oil screen at cylinder head for clogging
2) wiring continuity from ecu to solenoid
3) voltage at solenoid connector
4) sent ecu to specialist for confirmation of proper voltage(originally found it hard to verify the voltage)
5) bought new solenoid... tested by plugging it into harness(not installed into engine-possibly return if no fix?) - NO CHANGE

Could this have more to do with the Camshaft Position Sensor or other sensors???

It sounds like you have done it all correctly except the part with an O-Scope. If the signal is bad at the OCV Valve and good at the ECM then there is a wire harness problem. You may want to inspect the harness first. Rodent Damage is a possibility.
