P0171 running lean

    068D42AD-0FEB-4939-A111-9099C20B56F8.jpg Hey there, from Portland, OR I have a 1999 4Runner SR5, 4x4 M/T.
    Had this problem for a while, here’s what I’ve done.
    Started with all the basics, fuel/air filters, spark plug check/clean/replacement, plug wires and coil packs checked, timing belt/timing checked/replaced along with water pump and t-stat, checked TPS and IAC, replaced, throttle body butterfly had some play in it but nothing crazy, maf checked, replaced fuel pressure regulator, checked and bench tested injectors for spray pattern, Checked and replaced cam & crank sensors, replaced the carbon in the evap canister, checked 02 sensors replaced upstream, checked valve clearances, and checked for vacuum leaks, cut or replaced lines that needed repair.

    After all this still giving me P0171, and the problem I’m having is rough idle, no power, under load or going up any incline/hill whatsoever max speed is 30-40mph and that’s babying her or building up speed before hand and just convincing her to hold that speed. I understand that you get this code from there being to much air not enough fuel, bank 1 sensor 1 02 sensor reads that’s, ecu try’s to add more fuel, if readings continue it throws the code.

    Decided to pull the motor did all the work myself other then resurfacing, honing, having the heads gone through, crank resurfaced and balanced. All new hardware (rings, bearings, etc). Replaced evap canister, and any sensors that were in bad shape or damaged from disassembly, new timing belt, plugs, coil packs, maf etc. Just dropped her back in last week. And same problem P0171, better idle pretty smooth at about 715 rpm, as soon as you hit the throttle she falls on her face. Not even drivable...did a compression check no problem there. Maf is reading right, etc.

    I’ve read a bit about the power steering affecting idle because you putting more load on the the motor, as well as the vsv potentially affecting the air/fuel ratio. But all sensors check out. Excessive oil in intake, buying a catch can to help mitigate that.

    not sure where to go next with this but would appreciate any incite or ideas.
